熱血公民對於2014年9月28日下午至2014年9月29日凌晨,香港警察對和平集會靜坐人士施以無理、瘋狂、失控的暴力,深感憤慨。警務處處長曾偉雄難辭其咎。熱血公民特此嚴正聲明,要求曾偉雄向受害者道歉,並問責下台。
由學生主導的罷課行動,和政府總部對出位置的集會靜坐,反對人大對於政改的粗暴決定,並要求香港有符合民主原則的特首及立法會選舉辦法,令香港人得享應得的公民政治權利,免受到中共操控。
集會一直和平理性地進行,惟直至9月28日下午,警方封鎖所有集會的出入口,務求令聲援的市民,未能會合學生一同參與集會。此舉箝制香港市民自由集會及表達的權利,迫令港人在政府總部外的其他位置集會,遙遙聲援學生。但警察卻突然失控,以涉嫌違例的方式向手無寸鐵的集會市民施以瘋狂的暴力,包括近距離向市民眼部噴射胡椒噴霧、向救護站方向多次投放催淚彈,甚至以伸縮警棍襲擊香港市民,連記者亦不能倖免。
警察具持有武器的公權力,皆因市民的授權,冀藉此維護法紀,除暴安良。但這次警察種種的瘋狂暴力,已足證明警察或發施號令的警方高層,為了服務中共政權,已墮進瘋狂的狀態。我們有理由相信,今日警察所服務的只是政權,而非香港人!
根據《國際人權公約》,人理應享有選舉和被選舉的權利,亦擁有言論自由、結社自由、表達自由。香港乃國際大都會,香港人一直信奉法治、人權等普世價值,絕不容許我們經百年淬厲的核心價值,在一夜間,因當政者的自私而摧毀。香港警察多年來辛苦樹立的正面形象,更不應為服務中共政權而白白付諸流水。
當港人面對最凶險的暴力──來自制度的暴力,執政者不但不對話溝通,更命令警察以瘋狂的暴力手段傷害手無寸鐵的香港人。身為愛護香港、以港為家的熱血公民,我們深感痛心、憤怒,並予以最強烈的譴責。
警察既以違法之手段執法,暴力傷害、毆打學生和記者,就必須面對刑責,警務處長曾偉雄更應身先士卒,馬上道歉問責下台!

We condemn the police's insane violence and Tsang Wai Hung must resign
We, Civic Passion, are deeply angered by the Hong Kong Police's unwarranted, unrestrained, and insane violence forced upon peaceful protesters from the afternoon of 28th September 2014 to the early hours of 29th September 2014. Commissioner of Police Tsang Wai Hung's culpability in all this is indisputable, and we call for him to apologise to the victims and to resign.
The student-led classroom sit-out and the sit-in just outside the government headquarters oppose the National People's Congress's gross decision on political reform, and call for a democratically elected Chief Executive and Legislative Council that reflect the will, and the civil and political rights of the Hong Kong people, and are capable of, among other things, defying the intrusive hands of communist China.
The protest had been totally peaceful and organisationally sound from the start, but in the afternoon of 28th September 2014, the police blocked all entrances to the site with the intention to prevent people from joining the students offering their support. This act suppressed the freedom of assembly and expression of the Hong Kong people, forcing them to gather in pockets of space outside the government headquarters to support the students from afar.
Then the police suddenly lost their restraints and subjected the totally unarmed assembly of people of Hong Kong to insane and possibly illegal violence -- violence that included attacking the Hong Kong people with pepper spray from very short distance; shooting tear-gas bombs directly at first-aid stations; and hitting the people, including reporters and journalists, with expandable batons.
The police has publicly endowed power to bear arms, and as such they are entrusted by the people to protect law and order. From what insane violence they have done that has been widely observed, the police and those high up in the police hierarchy have driven themselves to madness in order to serve communist China. We have reasons to believe that the police, right now here in Hong Kong, serve not the Hong Kong people but the state authorities of Hong Kong and China.
According to the International Bill of Human Rights, the people have the rights to elect and be elected; they also have the freedom of expression and of assembly. Hong Kong is an international metropolis; the people of Hong Kong have long believed in, and continue to believe in, universal values such as the rule of law and the sanctity of human rights. We would never allow our century-old core values to be destroyed in an inauspicious day due to the evil of the state. The Hong Kong Police have taken many sweat-and-blood-soaked years to establish a fine and well deserved reputation that should not be allowed to melt into thin air just to serve communist China.
When the people of Hong Kong are facing institutional violence, the most evil violence of all, in the wake of the NPC's decision, not only did the authority refuse to communicate, but ordered the police to use insane violence to harm and injure the people of Hong Kong who were totally unarmed. We, Civic Passion, have pledged to love and protect Hong Kong that is our one and only home, and we in our anger and sadness condemn this insane violence to the greatest possible degree.
Since the police have sought to enforce the law through illegal means and have injured and harmed the people of Hong Kong - including students, reporters, and journalists - they must face the sanction of the law; as their Commissioner, Tsang Wai Hung should in this capacity submit himself to justice. He should apologise to the people of Hong Kong immediately, and resign immediately.
